Nadra reports that approximately 7 million Pakistanis do not have identification cards.

Recent revelations indicate that this extensive negligence has facilitated chances for fraudsters, especially in instances of the illicit incorporation of Afghan nationals into family trees via counterfeit papers.

The Nadra data indicated that these individuals possess valid documentation, such B-forms, birth certificates, or entries in Union Councils. The lack of a Computerised National Identity Card (CNIC) has resulted in their identities remaining unconfirmed at the national level.

Such persons are deemed susceptible to identity fraud, as their unverified status permits exploitation. Fraudsters may exploit these vulnerabilities by incorporating non-citizens, especially Afghan nationals, into authentic family trees.
