A bill to declare the assets of civil personnel has been introduced in the Senate.

The measure was introduced in the Senate by Dr. Shezra Mansab Ali Khan Kharal, Minister of State for Climate Change & Environmental Coordination.

The purpose of the proposed law is to require federal personnel in grade 17 and up to report to the Federal Board of Revenue (FBR) all of their assets, both foreign and domestic, as well as those of their spouses and children. The public would have access to these asset declarations.

Presiding Officer Irfan Siddiqui ordered that Senator Dost Muhammad be given a special invitation to take part in the committee’s discussions and forwarded the measure to the appropriate standing committee for additional assessment.

After careful consideration, the National Assembly enacted the Civil Servants (Amendment) Bill, 2025 on May 17.

The International Monetary Fund (IMF) had previously expressed concern about political meddling in Pakistani public service appointments.

In a meeting with Finance Minister Muhammad Aurangzeb, IMF Managing Director Kristalina Georgieva reportedly pointed out structural problems in Pakistan’s governance framework.

According to sources, the IMF voiced concerns about pervasive corruption risks, pointing to disjointed decision-making procedures and inadequate institutional accountability.

The Fund added that political interference in hiring compromises the civil service’s effectiveness and integrity.

In response, Finance Minister Aurangzeb gave the IMF chairman his word that Pakistan would carry out structural changes as part of the current reform initiative.

The IMF has released a package of important recommendations aimed at bolstering anti-corruption efforts after lengthy consultations.
