The new registration procedure for importers of unregistered mobile phones is outlined by FBR.
The Federal Board of Revenue (FBR) has made available to business importers a procedure for regularizing unregistered mobile phones with SIM/IMEI functionality.
Regarding the Pakistan Telecommunication Authority (PTA) registration procedure for commercially imported mobile devices, the FBR has given an explanation.
In this regard, the FBR has modified Customs General Orders (CGO) No. 01 of 2019 through CGO 1 of 2024.
According to the FBR, commercial importers would still be entitled to provide a Certificate of Clearance (COC) for devices that have already gained type certification under the procedure set forth by the Pakistan Telecommunication Authority (PTA).
In accordance with the applicable PTA procedure, the applicant must upload all necessary documents into the PTA DIRBS online portal, which is available at dirbs.pta.gov.pk/drs, in order to obtain a Certificate of Compliance to Technical Standards (CoC) Procedures Commercial CoC for IMEI-based devices that have already been type approved.
The system will cross-check each IMEI submitted once an application is filed to DIRBS to make sure it is a type-approved model and hasn’t been reported as stolen, copied, or cloned. If so, FBR WeBOC will receive the application and process it further on their end.
The applicant will then connect onto their WeBOC account to complete the FBR/Customs process. In line with the approvals finished by FBR in WeBOC, the DIRBS system will offer a certificate of conformity (CoC) for the application that has been submitted.
The following is the process to open a commercial DIRBS account:-
First, click the link.
Step 2: Select the “Sign Up” hyperlink.
Step 3: From the drop-down option, choose Commercial.
Step 4: Enter the sign-up credentials that are needed.
Step 5: To activate the account, send an email to commercialnoc@pta.gov.pk. The account will be authorized once the credentials entered have been verified.
Step 6: To apply for CoC, log onto your account.
The list of only IMEIs in CSV format, along with all supporting documentation, must be uploaded by the applicant.
