Justice Kayani criticizes the government for not holding the Islamabad LG elections.

“The local government has the ability to spend every single rupee. According to the Constitution, the people’s elected representatives will carry out their duties, Justice Kayani stated. He noted that despite four rulings in this area from the Islamabad High Court and one from the Supreme Court, the government had not permitted elections for local bodies.

The judge questioned if Pakistan still had any institutions that could fulfill its obligations. Show me one organization, such as the judiciary, that is carrying out its mandate. “Have you observed the condition of the lower courts?” he inquired.

Justice Mohsin Akhtar Kayani went on to say that government had broken down and that no institution was carrying out its duties in an efficient manner. He also bemoaned the lack of concern for the lives of 250 million people. “The spirit of governing itself has vanished. Justice Kayani noted that the courts are carrying out the tasks that were intended to be performed by elected officials.

The selective application of the legislation, he said, was criticized because when it worked for someone, they urged that the system should remain in place, but when it didn’t work for them, it was repealed. “Because it does not suit certain people, local government elections have been prohibited for the past five years,” he stated.

Justice Kayani also questioned whether Islamabad’s citizens didn’t have the right to have their elected local leaders represent them. Judge Mohsin Akhtar Kayani emphasized that judges were going through the same struggles as regular people.

Justice Kayani emphasized that every institution must fulfill its obligations, calling the current state of affairs “deeply unfortunate.” He said, “Mistakes can happen, but there should not be mala fide intent.” He also said that the current state of the nation was so concerning that one could only hope for improvement.
