Pakistan’s new country director is appointed by ADB
According to an ADB press statement released here, Ms. Fan will manage ADB’s operations in Pakistan as Country Director, including the implementation of the country partnership strategy (CPS), which prioritises rising development, strengthening resilience, and boosting competitiveness.
It also said that she will oversee the consultation process for the new CPS, which will span the years 2026 to 2030.
It brings me great pleasure to be leading the country office once again in Pakistan. Ms. Fan expressed her excitement about advancing ADB’s long-standing cooperation with the Pakistani government and people.
“To accelerate economic recovery, carry out reforms, and support policies and development processes that create jobs, ADB will keep up its strong collaboration with Pakistan’s federal and provincial governments, the private sector, and other stakeholders. Our commitment to promoting livable cities, rural development, digital ecosystems, growth centers, and regional cooperation and integration will not change. We will also increase our support for climate resilience, private sector development, and institutional development, she continued.
After starting as an economist at ADB in June 2002, Ms. Fan has held progressively more senior roles in a number of the bank’s departments. She was named Head of the Results Management Unit and Advisor for the ADB’s Strategic Planning Department (SPD) in December of 2013. She was appointed as the Pacific Liaison and Coordination Office (PLCO) Regional Director of ADB in June 2016, and in 2019 she was named the East Asia Department’s Director for Public Management, Financial Sector, and Regional Cooperation Division.
After the New Operating Model of ADB was introduced in June 2023, Ms. Fan was renamed as Director of Finance in Sector Group-Finance. She had been leading the strategic initiative of sovereign-non-sovereign collaborations involving several ADB corporative initiatives and effectively building the finance sector pipeline. Ms. Fan replaces Yong Ye, who held the position from 2021, as Country Director for Pakistan.
Before coming to work for ADB, Ms. Fan had positions as a researcher at Lanzhou University in the People’s Republic of China, an economist at the New Zealand Institute of Economic Research in New Zealand, and a policy adviser at the Department of Finance and Administration in Australia.
