According to Saif, the former FATA constitutional part of KP

Barrister Dr. Saif, the Khyber Pakhtunkhwa Information Adviser, stated on Tuesday that the province had a legal and constitutional right to the portion of the combined districts.
According to Saif’s statement, Ali Amin Gandapur, the chief minister of Khyber Pakhtunkhwa, effectively defended the province’s rights during a recent meeting of the Council of Common Interests (CCI).
He continued by saying that the province had a legal and constitutional right to the combined districts’ portion of Net Hydel and the National Finance Commission (NFC).
He went on to say that the CM had taken the council into confidence on both matters and that letters had been written to the federal government about them, but that they had not heard back as of yet. The next CCI meeting will include both issues on its agenda.

The development of the merged districts was the KP government’s main goal, he added, adding that the federal government had unjustly and unconstitutionally withheld the part of the merged districts.
Saif said that if the federal government is serious about combating terrorism, it must release the funding for the merged districts right once. He claimed that terrorism may be eliminated by establishing a network of development in the merged districts.
The problem of terrorism affects the entire nation, not simply the province or the combined districts. “The combined districts should no longer be treated like a stepchild by the federal government,” he continued.
